Both AMD CPUs support PCIe 4.0, quattro channel DDR, both are built on Zen 2 architecture and their TDP is 280 W.
AMD has published release date for both 3970X and 3960X, which is 25/11/2019.
Rumors are that AMD will not be satisfied with two Threadrippers 3000 and even not with only 32 cores. We should expect an announcement of more of those enthusiastic processors with up to 64 core count, 128 threads. In a naming scheme we should expect Threadripper 3990 X.
